A recent survey conducted for the Project Management Institute (PMI) highlights the significant challenges faced by campaign professionals and the evolving strategies agencies are adopting to tackle these issues.

Released during the prestigious Cannes Lions International Festival of Creativity 2025, the survey revealed that a staggering 97% of marketing professionals encountered at least one major setback within the previous year. This statistic underscores the urgent need for agencies to rethink their approach to delivering successful marketing campaigns in a highly competitive and rapidly evolving landscape.
The survey, carried out by PSB Insights from April 28 to May 6, 2025, involved responses from 130 professionals engaged in advertising, marketing, public relations, and creative roles across the United States. The data gathered sheds light on the primary obstacles that agencies are facing:
- Budget Overruns: 55% of respondents reported that campaigns frequently exceeded budget constraints.
- Missed Deadlines: 54% encountered challenges in meeting project timelines.
- Creative Limitations: 47% faced restrictions on the creative aspects of their campaigns.
- Audience Engagement Issues: 34% noted that their campaigns failed to resonate with the intended audience, while 35% did not generate the anticipated new leads.
Shifting Focus Towards People
In response to these ongoing challenges, an overwhelming 98% of respondents indicated that their agencies were enhancing project management capabilities. However, rather than investing in new tools, the focus is shifting towards people. Notably, 32% of agencies are opting to train their existing staff, while 28% are actively seeking to hire new project managers.
Menaka Gopinath, the Chief Marketing Officer at PMI, emphasized the importance of strong project management in today’s marketing environment, which is characterized by rising demands, tighter budgets, and shortened timelines. She pointed out that 90% of creative professionals acknowledged that effective project management is crucial for delivering impactful campaigns.
Gopinath remarked, “Today’s CMOs are juggling more platforms, priorities, and pressures than ever before, and it’s easy for even the most robust campaigns to lose focus.” She noted that effective project management provides the necessary structure for creative teams to maintain clarity and direction, facilitating collaboration and results that align with business goals.
The Multifaceted Role of Project Managers
Project management professionals play a vital role in not only keeping teams aligned and on schedule but also in nurturing creative momentum. According to Gopinath, they enable leadership to concentrate on growth (52%), ensure campaigns enhance brand value over time (52%), synchronize campaign components (50%), manage increasing complexity (45%), and guarantee campaign sustainability (45%).
Pierre Le Manh, President and CEO of PMI, highlighted the escalating significance of marketing and the corresponding need for performance and scalability. “Every dollar must yield measurable impact, and every brilliant idea must scale,” he stated. He further explained that project professionals act as “force multipliers” by operationalizing creativity, managing complexity, and translating ideas into tangible results.
A Shift in Perception
The survey results indicate a notable shift in how project managers are viewed within creative teams. While 60% of agencies depend on them to keep projects on track, over half (52%) believe their most valuable contribution lies in energizing teams and enhancing the creative process.
The increasing complexity of projects has led agencies to value strategic capabilities more than traditional functions. Respondents rated innovative thinking (67%), growth strategy (60%), and adaptability (57%) as more important than budget and resource control (49%). Le Manh noted that despite advancements in technology, agencies are prioritizing investment in human capital.
Recognition and Impact of Project Managers
Despite their crucial role, project managers often remain unacknowledged. Nearly half (48%) of creative leaders described them as the “unsung heroes” of campaigns, essential for navigating complex execution challenges and ensuring team alignment from inception to completion.
Furthermore, the survey revealed that marketing teams led by certified project managers consistently achieved superior outcomes compared to those without certification, effectively engaging target audiences.
